The Mediterranean in the foreign policy of the second Spanish republic

The principal reference points for the foreign policy of the Second Republic were the League of Nations and the Anglo‐French axis. In both areas of policy making, the conditioning factor was Spain's position geographically and strategically and its interest in the security of the western Mediterranean. Its participation in the successive plans to draw up a Mediterranean pact and in the Mediterranean conflicts of the period was characterized by its role as a secondary figure within that axis and by its policy of adaptation as a neutral country to the crisis of the system of collective security.

This article focuses on the use of the concept of friendship in the treaties of friendship concluded by the United Kingdom and the Soviet Union in the twentieth century. The range of reference of friendship and its usage by these two political rivals display a number of commonalities, which indicate a key role this concept plays in maintaining the existing order of interstate relations. The concept is conventionally used in the treaties marking the changes in the global or regional political settings. In many continental legal systems it was often problematic to grant a security right to an entity separate from the holder(s) of the secured receivables. Such arrangement was especially desired by the parties in complex lending structures with many creditors. To solve this problem various legal solutions have been created in different countries. In Poland and in France the special institution of a security agent has been introduced. Aim of this article is to compare those two regulations.
